To begin with, you can add buckles and straps to the boots. Give leather a cut into several strips and wrap them to the boots. You can both tie or glue it to the boots. The metallic detail is perfect for a steampunk tone. So you can use buckles to attach to the leather strips. The buckles should fasten and unfasten so that you can get into the boots, but otherwise do not need to be functional.
Secondly, you can put caps to the heels and toes of the boots. There always a special cut in vintage boots like victorian boots. So you can use the hard fabric or leather and sew it on the boots. Through doing this, the boots get a much more feel in steampunk style.
Besides the buttons are also good for vintage and steampunk look. One thing you have to pay attention to is to remember the color of the buttons should be similar to the boots main color. You should never add the buttons in colors like the pink, blue or green which is totally away from the steampunk look.
These are some details and embellishments that you can add to your normal boots to achieve steampunk tone. I hope it will be helpful for you.
